Circular Thinking in Procurement: The Role of Training & Mindset Shifts

On 7 March, the #EUCircularTalks event brought together experts, practitioners, and policymakers for an engaging online session dedicated to advancing circular procurement practices. CircularPSP was present, thanks to Georg Vogt, who moderated the panel discussion and Q&A. The workshop delved into how value chain collaboration and peer-to-peer learning networks can spark innovation and drive sustainable change within procurement processes. 

A Deep Dive into Circular Procurement 

The event, organised by the ECESP Leadership Group on Circular Procurement and EU Competitiveness, highlighted the transformative power of training and the need for a fundamental shift in mindset to embed circular economy principles in public procurement. Key discussions included: 

  • Value Chain Collaboration: How procurement can drive change across entire value chains. 
  • Peer-to-Peer Learning Networks: The role of shared experiences in accelerating circular practices. 
  • Regional Policy Initiatives: The need to set criteria at the regional level, showcasing practical examples from initiatives in Flanders, the CCRI Communities of Practice, and innovative e-learning courses. 

Expert Insights and Case Studies 

The programme featured a series of expert presentations and case studies that provided actionable insights: 

  • The Importance of Mindset: Ken Webster, a leading thought leader in the circular economy, discussed the critical need for a mindset shift. 
  • Economic and Environmental Benefits: Barton Finn (TCO Certified) explained how circular procurement can preserve natural resources, reduce greenhouse gas emissions, and generate cost savings. 
  • GPP in Italy: Cristina Peretti from the National Research Council at the Italian Ministry for the Environment and Energy Security presented the Liguria region’s success with the EU CE-PRINCE Project. 
  • Empowering Through Training: Saartje Boutsen of Studio D highlighted the impact of circular procurement training in Flanders, while Helena O’Rourke Potocki from ICLEI detailed the success of Circular Public Procurement trainings within the CCRI Communities of Practice. 
  • Overcoming Barriers: Fred Dorsimont (BEHAVEN) discussed strategies to help public services identify and overcome barriers to sustainable procurement. 
  • E-learning Innovations: Valentina Schippers-Opejko from the City of Haarlem showcased innovative e-learning modules developed under the Urban Agenda, vital for capacity building in public procurement. 

Engaging Dialogue and Future Steps 

The session concluded with a lively panel discussion and Q&A, moderated by Georg Vogt, which provided participants the opportunity to engage directly with experts, ask pertinent questions, and explore how awards and recognition can further drive market innovation and ambition.
